Board Member Duties

President

The president of the board shall preside at all board meetings and shall perform other duties as may be prescribed by law or by the action of the board.

The signature of the president of the board of education shall be required on all checks or warrants to satisfy general fund obligations of the school district. This signature may be either personal or facsimile in nature.


 Vice-President The vice-president of the board shall preside in the absence of the president and shall perform other duties as may be assigned by the board.

The vice-president of the board of education may sign checks to satisfy claims against the general fund of the school district when either the president or the secretary of the board of education is unable to sign such checks.


 Secretary

The secretary shall keep an accurate record of the proceedings of the board and shall submit a copy of the proceedings to each school board member and to the superintendent. The secretary shall perform those duties as prescribed by law. The secretary shall have a bond in such sum as may be fixed by the board. The cost of such bond shall be paid by the school district.

The signature of the secretary of the board of education shall be required on all checks or warrants to satisfy general fund obligations of the school district. This signature may be either personal or facsimile in nature.


 Treasurer The treasurer shall be bonded as prescribed by State Law and the cost of this bond shall be paid for by the school district. The treasurer shall keep an accurate record of all monies which the school district receives and disburses. The treasurer shall issue warrants in payment of claims against the school district after such payment has been duly authorized by the board and signed by the secretary and the president. The vice-president may sign any warrant in the absence of either the president or secretary.


 Functions of
 All Members
The board of education is the legal governing body of the school district and as such has the final authorization and responsibility over the many phases of the school district operation. The board shall determine the various policies which govern the operation of the school and shall charge the chief executive official, the superintendent of schools, with the responsibility of operating the school within the framework of established school board policies. The duties of the board of education shall include:
 


1. The adoption of general policies for the administration of the School system.

2. The approval and adoption of an annual budget for the operation of the school and retirement of bonds.

3. The approval of the selection of all employees after considering the recommendations of the superintendent.

4. The adoption of regulations for the accounting of all school funds.

5. The determination of salary scales, terms of contract, daily and weekly hours of work, fringe benefits, and other conditions of employment for all school employees.

6. The establishment of policies on school entrance, expulsion, promotion, and graduation.

7. The provision of adequate facilities to carry out the educational program of the school district.

8. The establishment of an insurance program for the protection of school property and school personnel.

9. The initiation of a program of regular review and evaluation of established school board policies.

10. The adoption of any policy of regulation which the board of education deems advisable to facilitate the effective governance of the school district.
