Notice of the budget workshop was published in the Norfolk Daily News on Friday, August 31, 2007.
The Board of Education met on Thursday, September 6, 2007, at 12:00 noon at the Norfolk Public Schools Administration Office, 512 Philip Avenue for a budget workshop.  Members present included:  Alfredo Ramirez, Brad Krivohlavek, Julee Pfeil, Paul Cazabon, Clark Froehlich, and Jane McDaniel.  Absent:  None.  Also present were Superintendent Marlene Uhing and Robert Waite, Associate Superintendent for Business Services.
Jane McDaniel, President, called the meeting to order at 12:05 p.m. and declared a legally advertised meeting of the Board of Education.  She announced that a copy of the Open Meetings Act was located on the East Wall of the Board Room.

The meeting was called to discuss the proposed 2007-2008 budget.
Mr. Waite distributed a handout which he summarized.  Some points of interest were:
 

  •       Budget limitations
  •       The 07-08 valuation was $1,632,077,240, an increase of 3.97%
  •       Calculation of General Fund Property taxes – This shows that we have $17,794,133  property taxes available for General Fund Usage
  •       Estimated Expenses of $35,406,456
  •       Estimated Revenue of $36,504,640
  •       Use of retirement plan and hiring practices allowed for a $906,269 reduction in salaries for 07-08
  •       Loss of $1,231,543 in state aid to education
  •       New poverty component of state aid formula

The board then discussed the early retirement incentive program and how that impacted the budget.  After some discussion the board decided to add this to a future board agenda so that the board could discuss the program and made some decisions about its future.

Jane left the meeting at 12:45 p.m.

The board also discussed the need to get the budget process started earlier this year largely due to concerns regarding enrollment and changes in the state aid formula.  Mr. Waite shared that he will be getting the board much more information including individual building budgets, enrollments, etc.  This will allow the board to do a better job of looking at individual programs.  

At 12:57 p.m. Vice-President Brad Krivohlavek declared the meeting adjourned.
