Notice -- Notice of the 2nd meeting of the month was published in the Norfolk Daily News on Monday, March 16, 2007.
12:00 Noon Session -- The Board of Education met on Thursday, March 22, 2007, at 12:00 noon for the 2nd meeting of the month. Members present included Brad Krivohlavek, Jane McDaniel, Alfredo Ramirez, Julee Pfeil, Paul Cazabon, and Clark Froehlich. Absent: None. Also present was Superintendent Randy Nelson, Robert Waite, Doug Witte, and Dan DePasquale.
Open Meetings Act -- President McDaniel announced that a complete copy of the Open Meetings Act is posted on the East wall in the Board Room of the Administration Office, 512 Philip Avenue.
Legal Meeting – Jane McDaniel, President, called the meeting to order at 12:00 noon and declared a legal meeting of the Board of Education.
Agenda Items
Resignations – It was moved by Brad Krivohlavek, seconded by Julee Pfeil, to approve the following resignations effective at the end of the current school year:
Jennifer Canham, Sunny Meadow 6th grade teacher
Julie Duffield, Middle School autism teacher
Progress on Fall 2007 Pre-Kindergarten Programs – Doug Witte, Director of Student Services, addressed the board on the Fall 2007 pre-kindergarten programs. He reported that we have received 8 applications for teachers to date. The projected sites of the programs will be Grant and Northern Hills Elementary Schools. Children will be eligible for the Norfolk pre-k program based on the following criteria:
- Family qualifies for free or reduced price meals
- Migrant status
- Age falls between three and four prior to October 15 of the current school year, with four-year-old being first priority.
- The student is an English Language Learner
- The family resides within the Norfolk Public Schools district boundaries
Funding will be provided:
Provided through Title III Immigrant Ed funds – if funded by Federal allocations or use of any carryover funds
- Early Childhood Grants funds – if NDE approves our grant*
- Title I Part A & C funds through state and federal allocations**
*Only 23 grants will be approved across the state. Applicants will be notified in late July if their program has been approved for funding.
**If Title I Part A and C funds are required for use for pre-kindergarten program, it will limit summer school activities at the K-5 elementary level in summer of 2008.
Jane McDaniel, President, wanted it noted that if the Title I Part A and B funds and the Early Childhood Grant funds are not received or even partially received that the district may need to budget $50,000 to meet pre-kindergarten budget requirements. Pre-kindergarten staff development and training costs are included as part of the Early Childhood Education Grant.
It was the general consensus of the board to approve the pre-school program based upon the report given by Mr. Witte unless funding becomes an issue.
Executive Session – At 12:17 p.m. it was moved by Brad Krivohlavek, seconded by Jane McDaniel, to move into executive session for the purpose of discussion of personnel. Roll call: Aye – Krivohlavek, McDaniel, Ramirez, Pfeil, Cazabon, and Froehlich. Nay – None. Motion carried.
At 1:10 p.m., it was moved by Clark Froehlich, seconded by Julee Pfeil, to end the executive session and move back to regular session. Roll call: Aye – Krivohlavek, McDaniel, Ramirez, Pfeil, Cazabon, and Froehlich. Nay – None. Motion carried.
At 1:10 p.m. President McDaniel, declared the meeting adjourned.
